OBC NCL Delhi: confusion about eligibility and legality

I need to apply for an OBC NCL certificate from Delhi, but I currently don’t live there anymore.

– I completed my 12th from Delhi

– My Aadhaar still has a Delhi address

– I already have an OBC NCL certificate from Bihar

1. Can I apply for Delhi OBC NCL through eDistrict based only on my Aadhaar and schooling history?

2. Do they ask for any additional proof of residence?

3. If this doesn’t work, can I apply using my paternal relative (dad’s cousin) who lives in Delhi?

4. Would it be considered illegal or problematic if I use my Aadhaar Delhi address even though I don’t live there now?

5. My father works in psu (dmrc) (Grade B, joined after age 40). Will his salary be excluded from the ₹8 lakh creamy layer limit as per govt employee rules?

Would appreciate guidance from anyone who has gone through this process.
