URGENT ADVICE ABOUT LAND SUBDIVISION

I got a plot registered in my name with a co partner. Its mentioned in my sale deed that east part ( dimensions added too) is my plot.

Now the copartner is asking me 1 Lac for subdivision of plot stating he has to give bribe to Nagar nigam of my area..

Can anyone please tell subdivision charges if i bought 90 gaj on 90k dlp rate.
