        I’m looking for some advice regarding a flat purchase in Bangalore.

        I’ve booked an apartment worth ₹1.3 crore and have already paid ₹40 lakhs as advance. The project has received Occupancy Certificate (OC) and is registered under Karnataka RERA.

        The issue is that registration is currently not possible because the property does not yet have an e-Khata. From what I understand, e-Khata is becoming mandatory (especially post-Dec 2025), and in this case, it hasn’t been issued because property taxes for the last two years haven’t been paid.

        There is an ongoing dispute between the builder and the landowner regarding who should clear these pending taxes, so the situation is stuck.

        Now, the landowner has suggested that I pay an additional ₹10 lakhs, move into the flat, and execute some kind of written agreement (on stamp/bond paper) stating:

        * I’ve paid part of the amount
        * I’m allowed to occupy the flat
        * The remaining amount will be paid at the time of registration once e-Khata is ready

        I have a few concerns:

        * Is it safe to move in without registration based on such an agreement?
        * Does a bond/stamp paper agreement offer any real legal protection in this scenario?
        * What are the risks if the dispute between builder and landowner drags on?
        * The landowner is around 75 years old—could that create complications later if something happens before registration?
        * Should I wait it out, proceed with safeguards, or consider asking for a refund?

        Would really appreciate insights from anyone who has dealt with similar situations or has legal knowledge around property transactions in Bangalore.
