Co-living society manager not returning my security deposit

I am a college student (23M) and I moved into a co-living society in October 2025 to feb 2026. The security deposit was ₹19000 and I followed all die exit processes after which the manager said it would be refunded in 60 working days. Now that I’m asking for it, He is straight up ghosting me and not answering calls or replying to texts. This man is a repeat offender according to reviews on google. Many people have had to follow various different techniques in order get back their money from him. Now looks like it’s my turn…

The co living society in question – Housr Tulip, Sector 69, Gurgaon

Any advice would be appreciated and if anyone can draft a short legal notice that I can send on text for a reasonable amount It would be great.
