Previous employer didn’t paid me salary and gratuity

I worked for a company for about 6 years last month I resigned and founder we very unhappy with my resignation however I left that company my last working day was 31 Mar. So as per new Govt. rule F & F needs to be cleared within 2 working days as far as I know but till today I didn’t received my last month salary and gratuity for working 5 years. I asked for salary slip to HR they sent me also they sent me Experience Letter when I asked about salary and gratuity they said founders kept it ON HOLD.

So my question is what are the Legal Actions I can take and any suggestion how to handle this?
