Query regarding marriage certificate

1. I wanted to know can one obtain a marriage certificate from state/location which is neither groom’s nor bride’s address/state as per official document? If yes, kindly let me know how.

2. Also if you can share what all document are needed when visiting for the appointment. Have only marriage invitation card and personal doc like pan and adhar card.
