Assaulted & phone snatched by 2-wheeler near RBI Fort. MRA Marg PS only filing NCR. Need help!

The Incident:

​Location: SBS Road, near House of Masaba / RBI, Fort.

​Date/Time: April 29, 2026, approx. 09:00 AM.

​What happened: A 2-wheeler cut me off. I heckled him; he stopped, grabbed my neck, and threatened to kill me.

​Escalation: When I tried to call 100, he snatched my phone to stop the call. I have a the call recording of the struggle/snatching.

​The Current Situation:

​MRA Marg Police Station registered an NCR (202/2026) under BNS Sections 115(2) and 351(2).

​The Problem: They omitted the Phone Snatching because I recovered the phone. They claim an FIR isn’t possible, which means they won’t pull the RBI/retail CCTV footage.

​Seeking Legal Advice On:

​how do I legally compel them to upgrade the NCR to an FIR?
