Need advice on Stamp Duty asked by lender

Hi, I am 39M and the lender has asked me to pay 2% stamp duty express pay to the local person advocate or stamp vendor.

I have never met the lender personally so I need to understand whether it is legitimate or not.

I live in Indore, M.P.

And what is express pay?

Will the money that is 40000/- I pay for stamp duty is safe or is it a Scam?

Kindly suggest.
