College asking for full-year fees and withholding original documents

My younger sister decided to drop out of B.ed after facing verbal harrasment and public humiliation from a faculty member. I went to the principal who was useless and sided with the teacher, spewing lies about her being terminally ill. When we told her we don’t wish to continue, she said it’s not possible and convinced us that the teacher will be punished. Again a lie.

My sister stopped attending lectures before the end of 1st semester. It’s been over five months now and the second semester exams are coming up. I thought she should get her original documents if they’re not giving her LC. So I visited them and they told us it’s impossible, that they’d give back the documents after 4 years, and we have to pay entire year fees + exam fees. We have already paid 50% fees. I don’t want to pay them further. It’s like the guilty is free and the innocent has to pay a double price. What can I do?
