Third Party (Indigo) and Hotel (Holiday Inn) both refusing GST Invoice

I recently made a hotel booking via IndiGo Hotels for Holiday Inn Mumbai International Airport and now both are denying responsibility of furnishing a GST invoice. Hotel says that the payment was made on IndiGo website hence they are responsible to give me an invoice and IndiGo says that they don’t provide invoice as place of supply is the hotel itself and they have also mentioned it in the booking voucher.

Who really is responsible here for giving me the invoice and how can I get it? What actions can I take? I need to present the invoice to my employer to get the amount reimbursed.

If someone knows what can be done to get this invoice, please help. Thanks in advance!
