Housing Society Dispute in Mumbai

I live in a Housing Society in Mumbai where the secretary, Chairman and my immediate neighbours have encroached common areas of the Housing Society. I have appealed to the BMC in Mumbai and they take no action. Despite several complaints to the Deputy Registrar, BMC and the Management Committee including by registering Speed Post there is no lehal relief.

What can I do to further legally without succumbing to bribes such that I can get justice. I have all evidence in place.
