Applied for passport at RPO Pune in February 2026. Police came twice for verification and gave adverse report both times just because I don’t have a birth certificate. I was born at home in 2005 so it was never registered, no municipal record exists either.
What frustrates me is I have Class X certificate, Aadhaar, PAN, Voter ID and Driving Licence all with correct DOB. Class X is supposed to be a valid DOB proof as per MEA Passport Rules so why are police specifically demanding birth certificate?
I also live at my uncle’s place and have his NOC, Aadhaar, PAN and Index 2 as address proof so that shouldn’t be an issue.
Got second objection letter on 22nd April asking me to visit RPO in person now.
My questions:
Can police legally reject PVR just for absence of birth certificate when other valid documents exist?
Should I visit RPO directly or file grievance at pgportal first?
Has anyone resolved a similar situation?
I’m 20 years old and this passport really matters. Any lawyers or experienced people please guide ๐
