Builder cheated me for Rs.20Lakhs

A local builder in Chennai defrauded me for 20Lakhs Rs. My sister 15Lakhs and Promised to sell appt on Y2017 but sold out to another party, filed police over 10 complaints but no CSR/ F.I.R had given, over 30 CM-CELL, 4 NHRC and much more, they called builder and after investigation found that builder defrauded.

However police called builder and dealt with very polite way, further builder gave 3pdc for 15Lakhs, 1st bounced, 2nd credited and 3rd builder stopped at bank. Sent multiple legal notice of 138NIA but unable to file at court.

Everytime I lodged CM-CELL complaint the local police use the builder letter’s quote reference of dated: 28-Jan-2025 that builder ready to give money, this is civil court case, handover my documents or approach court.

I am repeatedly lodging complaints at CM-CELL, informing that I will handover documents but to provide the exact amount, form of payment and when? But each time they close the complaint stating builder letter’s quote of 28-Jan-2025.

Please help me on this
