Help in online buying scam, have the address and number

I usually have a very good experience with Instagram pages and such small sellers, I always get the right product, but in middle of march I bought a watch from a page called urban vogue, and he told me to open the watch on video call, it was 2.2k, I after I told him I got the wrong watch he told me he’ll look into it and ignored me the whole day, then ignored me for 3-4 days straight, and after contacting another person who seemed to be his friend, and filing an online case on him, he replied and said he’ll get it replaced but it’s been one month and he’d only been giving me vague replies and keeping in contact but he’s started doing it again and isn’t replying to me anymore, I do have his address and phone number, and obviously he intends on never contacting me again, what can I do, the watch was worth 2.2k

And ik a lot of people will say shouldn’t but from shady places, but this is the first time I got scammed, the other ones were very decent and had no incentive to scam, I don’t even understand this guys incentive
