OBC-NCL certificate renewal issue, caste in NCBC list but not in Haryana state list, can’t apply on e-Saral

I have an older OBC-NCL certificate issued from Haryana. I grew up here, but my father originally migrated from Uttar Pradesh. My caste appears only in the UP state OBC list and the Central NCBC list — it is not recognized in Haryana’s state list. Because of this, when I try to apply through the e-Saral Haryana portal, it shows an error saying my caste is not recognized.

My goal is to apply for PSU (Public Sector Undertaking) jobs under the OBC-NCL quota. I want to know how to renew my OBC-NCL certificate, preferably in digital format. I also want to confirm — if the certificate is issued in the format prescribed by the government and signed by the Tehsildar, will it be considered valid for PSU applications?
