Ex Landlord not returning deposit after he has sold the flat to someone else

I moved into a new flat this year in a hurry, and in that urgency I didnt get the rent agreement made before moving in. They said they will get it made in the upcoming week and asked me not to worry. Flatmate had already been staying there for 1.5 years.
I kept on following up on the agreement but they kept delaying.
Next month he asked us to vacate by next month as he is planning to sell the house.

Now its been almost a month he has sold the house, its not his house anymore. (we are still saying after requesting the new owner)
But the old landlord is delaying returning the deposit, citing various reasons everytime we ask them to give back the deposit (3LAKHS) – they are sick, traveling, lost the phone, lost the number, need proof of old transactions etc etc.

What do we do ?
Will a legal notice help? how to proceed about it ?
