USo this case happened a few days back in my friend’s family. They live in a small village. There was a tractor-trolley driver who was delivering farm output to somewhere. On the way someone (nobody knew that person) informed the tractor driver after overtaking him from behind that few minutes back a bike driver with his family collided with his trolley from behind and fell. There were 3 people on the bike (All three passed away later on). Now the tractor driver had no knowledge of this incident but still he surrendered willingly to the police and has been in the custody ever since. There are no CCTV nearby.
The person who was driving the bike had no driving license. The family of the deceased are also not filing an FIR against the driver but they are from a neighboring village, and are considered to be somewhat of a threat to others. They are demanding an out of court settlement the amount which my friend’s family will be unable to pay.
PS:- The tractor owner is my friend and the tractor driver worked under him.
Everybody is confused and in tension regarding what are the next steps.

AFirst figure out who actually caused the accident. Then have the dependants of the deceased persons file an FIR against such person. The dependants are entitled to compensation under Motor Vehicles Act, which will be payable by the insurance company with which the offending vehicle is insured.
Which area or village did this happen in, if I may ask?
