  A man is caught smuggling drugs from other country to India, he has few other business like shops, and dealing in other construction appliances or car car dealers, that may or may not be know he build from the ground up or through his drug smuggling money? What happens to all his assets and cash money? Can they be frozen, seized and/or use for public works by the government of the state he is living?

  Yes, the account will be blocked first and after the accused is found guilty, the government can take over the assets. This is under an act called PMLA.
