Bank account frozen

My father has an old bank account which he does not use . He decided to close it last year , but upon initiating the process he came to know that his account was frozen .
The reason being a person had mistakenly transferred money into his account , and the bank suggested him to file a police complaint, following which the account was blocked .

My father then has contacted the person and has done a full reversal of the amount of the amount via the bank branch itself .

But the account is still frozen and a considerable amount of money is still stuck in it , as the person who has filed the complain is not updating the bank or the police. ( I do not know which party will be responsible for the resolution of the complain )
We have tried contacting him and he keeps postponing or ignoring the calls .

Solutions to resolve this easily , as my father has given up already on this issue .
