Broker not giving rent agreement

I moved into a new flat in Goregaon, Mumbai under a rental agreement, but despite providing thumb imprints almost 3 weeks ago , the broker hasn’t given me the agreement, citing “server issues.” It’s not like he’s demanding extra money. When I insisted of taking legal steps, he threatened to kick me out, though the owner assured me the threat is baseless. However, I’m still without my agreement and unsure how to proceed. Any advice?

ADVOCATE HERE. Fair opinion would be to NOT pursue a legal remedy right away, because landlords don’t like charismatic tenants. Cooperate for a few more days. If things remain the same, a few hat tricks are available with legal professionals. My best wishes.
