Can a govt. employee invest in US stock markets for long term?

I know the rule for indian stock market, that you can’t do speculative trading and some permission or declaration has to be given if the value of investment in a year is greater than 6 times the basic salary, will the same apply to US stocks or is their some other rule. I will file the appropriate taxes anyway
