Can a traffic constable charge me 750+ for my towed two wheeler without an inspector?

I thought only inspectors can charge more than 100rs worth of challan?

This was after my two wheeler was towed to a police station.

Yea towing charges are extra . Not sure about authority on it . Ask for receipt of the money paid .
