Can the owner of a dog be held responsible legally for his/her dog attacking a person, like a postman or delivery person? I live in Delhi, and a friend’s dog attacked a delivery person, this behavior is new though, and a sign was placed warning outsiders of the dog’s presence.

Yes, the owner will be held responsible, for his/her negligent conduct with respect to animals under law.
