SI know of a guy who goes to office on horseback. 10/10 highly recommend.
I meet him occassionally while returning from my office. He looks so cool on his horse running through traffic with one hand in air and other holding the reins. This goes on till he reaches the location from where the marriage procession starts and then he has to let groom sit on his horse.

PHorses are not allowed on national highways. There’s a rule regarding that. You can try on smaller roads.

EPower wise bulls would be stronger wouldn’t they? Maybe horse can reach higher top speed but bulls can push through most terrain. Street driving vs offroad I guess.

UI live in a tier-2 city and used see a tonga(horse cart) ply for fare (like a auto). This was during 95-00. It was run by a old muslim chaccha. I stopped seeing it in its regular place about 15 years ago(not sure whether the horse gave up or the old man).
So unless a new law has been enacted I think it is perfectly legal to ride a horse in the city. However most toll roads on highways prohibit bullock carts so I assume the restriction by implication is for a horse too
