Chennai: How and where do I file a complaint against my house owner

I’m facing certain issues with my house owner. He increased the rent by 28% last year and now he is also charging me huge amount for painting the house when he didn’t paint the house before giving me. I want to file a complaint but i don’t know where to start, which department to approach,steps to file a complaint etc.

Is there an online website where i can post a complaint? Please help.

this kind of dispute usually becomes difficult because a lot depends on what was actually documented at the start versus what is being demanded now while vacating especially around painting and maintenance charges the part that tends to matter most later is whether there are move in photos chats or agreement clauses showing the original condition of the house because landlords often rely on tenants not having that record have you checked your rental agreement carefully to see if painting charges or a fixed repainting deduction was mentioned anywhere or is this being raised only verbally now
