        There is a group of 20+ college students staying in nearby house and causing noise (shouting on the road and inside.the house, loud TV, fighting each other might be, cuss words) whenever they are in the house. We are a family and frustrated and irritated of bearing the brunt for about 1.5 years. The houses are pretty close and have a small gap of about one and half foot to two and it echos all over the house when they do this even after closing the door and windows facing their building.

        Initially we informed the students and the house owner politely. House owner mentioned few times they can’t take responsibility for their behavior and they really don’t bother as long as rent keeps pouring. Approached the area association but they didn’t get involved after mentioning they will look in to it. Nobody else complains to either since there is empty plot on the right side, our home on the left side, no home on the front side and the backside has an apartment. Few people observe the ruckus but aren’t willing to talk about the issue to anyone since they live in rented houses. Only we bear the brunt of this issue. The students continued same behavior and we raised the voice. No change and we called 100, they kept quiet for 2 days and again started. Have called 100 multiple times for temporary relief, gave written complaints to the police station, logged a CSR, even the assistant commissioner got involved and warned them. The police also have letters signed by them that they won’t cause any more trouble and will keep quiet. Still no respite. Gave a petition to commissioner too but no action. Police have instructed to remove the TVs and fit CCTV cameras but the house owner has chosen to ignore the advice.

        Despite all this the house owner claims the students are innocent and we are complaining just for the sake of it. I have audio recordings of the students shouting and cussing but not even police interested in taking a look at it as evidence. Background for recording, the house owner claimed there was no one in the house when we reported to the police about the noise.

        We have tried to ignore it but the students keep repeating the behavior and it’s very annoying when hearing the same for such a long time.

        Options we could think of is

        Get the students to vacate the house, few in the local police station say this is the solution and few contradict saying it’s not within their power.
        Report to corporation about not registering the house as hotel and for overoccupancy.
        Send a legal notice to the house owner for the trouble but not sure whether it will help resolve the issue.

        Please help with any other options or ways through which it can be resolved or comment on the above options are welcome.

          If you are in a Cooperative Society, then raise a complaint at the next meeting – if not addressed you can approach the Registrar/Board of Nominees per your state cooperative societies Act.
          As for police inaction, keep copies of your complaints and then write to the SP stating that no action is being taken. If SP does not take action, you can file a complaint before the local criminal court.
          Also, just as a warning you can check if your neighbour has made any illegal constructions on their property (sheds etc.) and apply to the municipal authorities to remove the same.

              Residents association is of no use. Have reached to city police commissioner but no action taken.

              How to check for illegal construction? Can’t enter their home. I know they have constructed a room in the terrace but not sure if they have approval. Anyways must have bribed the authorities if not received approval.

                    Check out with a local lawyer, can’t comment on illegal modifications without verification.
