Got scammed by aninstagram store

I ordered shoes worth 1500. He asked to pay 200 first, i did. The shoes arrived but not the one I ordered so I messaged him saying that I want to return (He had a 2 day return policy too) and he blocked me, I tried messaging him with my other account too but he blocked me there too. What should I do?

ADVOCATE HERE. You have plenty options, and better to exercise them togetherly. Lodge a cyber complaint, a police complaint, NCH complaint, and consumer complaint. Most of it will not cost you anything, however, will cost the seller his patience, and you may get your money back. My best wishes.
