Harassment at workplace

Long time lurker account.
3 women x y z work in mixed private government institution, all my relatives,all work for government . Y’s sister is z. Y caught z having affair with boss. Y had affair expecting promotions. Z and boss now harass y. X supports y. Now x also harassed. Like Being pushed with red tape at work, stopping approvals and so on. I know for a fact that x and y are talented.

Administration colluding with boss. All he gets is verbal warning. Associations and HR are defunct. X and y fight back personally, but never seems to be enough. Cannot switch jobs as it’s government. Can’t scare them with revealing affair since most people know and don’t care. Police took no action when y proved she was being followed. They fear lawyering up may draw heavy repercussions.
What can be done in this situation realistically

D is high court
E is sessions court
