Help- police called to collect recovered scam money from court but asking a cut

So this story starts a year back when my friend’s (let’s call him S) father recieved a scam call about his son is in jail and send money to free him so he sent and got scammed of 30k.
S was with me in clg during that time and when he got to know about the scam his father got into. I immediately filled a cybercrime report and later filed a physical report. Now after a year he recieved a call from police to come to the PS and they said that 20k has been recovered and he needs to be presented before court for collecting that but also they took his bank details. And after the police is asking a 5k cut for this recovery they have made.
Tried to negotiate the amount but that’s not happening.
They are asking to pay 5k upfront then appear before court ( no idea why to go court and what to tell) and then only we will recieve the 20k.

So is visiting the court here is as per the legal proceedings?? If yes what to say before court?
And will my friend gets his 20k promised. if he pays 5k? Or will get scammed?

So my friend will get his 20k return and he should be paying 5k cut to the police?
