We won a case against the government in June last year for an acre of land. Now, we want to register the land in my father’s name. I asked our VAO about the procedure, and he mentioned that we need to get a No Objection Certificate (NOC) from the public prosecutor.

However, my uncle is warning that the public prosecutor might reappeal the case, which could delay the process for another decade. But from what I understand, there is a time limit (usually 3 to 6 months) for filing an appeal. Since it has been more than 9 months, can we proceed with the registration without any risk of the case being reopened?

Would really appreciate guidance on how to proceed legally and if we need any other documents apart from the NOC.

        Thanks in advance!

Generally name is mutated in the revenue records, you will need to make an application with a certified copy of the court order in your favour to get your name on record.
No objection would generally not be required.
Public Prosecutor is a post given to government lawyers, and they generally are exclusively engaged in fighting criminal cases, so no connection with a land dispute as such.
If you had engaged a lawyer earlier to fight your case, proceed with them and ask them about the process.
