        TL;DR:
        Creepy guy in Delhi Metro kept staring at my girlfriend. When she confronted him, he aggressively yelled at her. She warned him about CISF, and he responded with a threat. She recorded a video—how can we report him and ensure action is taken?

        Last night around 11:30 PM, my girlfriend was traveling with her dad in the Delhi Metro (Noida Electronic City to Rajiv Chowk). Her dad is deaf and mute. While she was on a call with me, she noticed a man staring at her continuously. She made sure he could hear her mentioning it, hoping he’d stop—but he didn’t.

        After a while, she couldn’t take it anymore and confronted him, asking, “Bhaiyya, aap kyun ghure ja rahe ho?” That’s when things escalated. Instead of backing off, he snapped. He loudly retorted, “Tu Vishwasundari hai kya?” and suddenly started yelling aggressively, trying to create a scene and intimidate her.

        She stood her ground and warned him, saying she would inform the CISF personnel, and they would deal with him. Instead of backing down, he smirked and said, “Tumhare bhi lag jayega fir ek thappad,” basically threatening her. This was in a crowded metro, yet he had no fear.

        Her dad, being unable to hear or speak, couldn’t intervene, leaving her to handle the situation alone. She managed to record a video of him.

        We want to report this incident and ensure action is taken. What’s the best way to proceed? Who should we contact for a swift response? Any legal steps we should take?

          You should contact the metro helpline first with video being the proof.

            This is extremely unfortunate. You could try uploading the video on twitter tagging cisf and the delhi police.
            If it doesn’t work, an FIR is your way to go. However, it’d be a quite a hassle, so do keep that in mind. I am not telling you to back off, just making you aware of what lies ahead.
