How to stop someone from contacting me and my family ?

Someone is trying to contact me and my family for last 1 year. And we do not want anything to do with him. He has changed multiple numbers to contact us and calls us we have blocked a lot of numbers. We have not reported it to police. How to deal with it ?

Give them a legal notice and if they continue then you can file a police complaint
