  Contact local police officer, RTO. Tell him those things. He may assign an agent. Pay them.

        Lol dude op is buying from auction conducted by bank which means bank is the seller .
        
        It’s their job to give necessary paper work.
        
        Why would you run around rto and you
        even suggest bribing them.

  If you bought it from Bank, it’s Bank’s responsibility to get it registered to your name (you have to pay the on paper charges).
  
  Send a notice to Bank that they have not yet started the process and you need it to be completed within a month.

    most probably banks will post an ad in news papers.
    
    and other thing is network you have to be in close circles of these people who deals with such auctions

  NAL.. If it is hypothecated , isn’t bank the legal owner for the vehicle until all dues are paid. So i think they will be able to did you check with bank?
