I have lost my old passport which had expired in 2019. What is the procedure to get a new passport now?

As mentioned in the title, my old passport expired in 2019 and I have lost it.

I need to get a new passport now. Should I start a fresh application or get an FIR for the old lost passport and apply for renewal?

Apply for new one and keep your old with you . It will be checked by the passport authorities . Also waiting line will be short for you too.

I think you may need the old passport for renewal, they punch a hole in the old passport when they issue the new one. If you’ve lost it, you may need to file a case in your nearby police station and make a publication in a local newspaper (costs about 500), keep the copy of the police complaint and the news paper with you. All this is done to prove that you have lost your passport and it’s no longer recoverable. After all these steps are done, you may head over to your nearby PSK and ask if anything additional is required to book an appointment.
Please do not apply for a fresh passport, they will have records of your old passport and will end up fining you for falsifying.

You need to file a police report about lost passport and then apply for a reissue of passport stating lost as a reason. Otherwise RPO will ask to see the old passport.

I lost that earlier. I approached a agent. He took money from me to advertise in news paper. Then few days later, I went to see him once he did the advertising. Along with the paper cut, had to go to my nearby police station to get a clearance. (He arranged a ex-CPO whom I paid an amount to come with me. Had to do this as I was not much aware of the process and I didn’t want to waste time as I was in a timeline). After getting clearance, i took the report from police. Then the agent booked a slot for me in passport office. Went there at the appointment time and they printed and handed over me the passport in few steps.
