Illegal parking in driveway

So yesterday evening an altercation happened between mom and two people (husband and wife) who parked their car infront of our driveway, blocking the path to the gate entrance. They said that the place they parked their vehicle was of PWD ie the government road and they can park there but no where in law is it stated that one can block the driveway of a residential house. The lady and her husband started raising their voices and the lady said that you can file a complaint, I am a police officer, clearly trying to abuse her power. My sister came and shut them up though.
Today morning the car was removed, but cut to this evening they parked their car in the same spot again, them doing so even after the confrontation is beyond basic human decency, and now I believe is straight up mental harrasment. Filing a complaint might seem like the most reasonable solution but the process and possible missuse of authority that lady might try would be a bit much for my mother.

As much as I would want to do that, that’ll escalate things much more, and mom wouldn’t allow that, she doesn’t want to blow things out of proportion

Also, it’s best to set the stage for less confrontations in future by using items like parking bollards if possible (that go into the ground and have a key). Since they know where you live, a jackass who has influence or too much time might want to mess around later.

Okay this makes a lot of sense now. Usually it’s common sense to not park in front of another house’s entrance.

Exactly and there’s plenty space to park elsewhere around here as well, but some people are just so stubborn.
