In which state to file FIR for lost aadhaar, PAN, DL etc?

Hi all, i lost my wallet with aadhaar, pan, DL. etc. All of these were issued in a different state and lost in a different state. Wanted to understand where should I file my online FIR, on the website of the state where these documents were issued or on the website of the state where these documents were lost?
