I am an NRI and want to understand if I can travel to and fro from India if my police address report is negative. Also, if I am in India, how long does it take to get the address successfully verified? Is there an online way to do this?

You can travel as long as your passport is valid. If the police verification for your address is negative then you will receive some kind of information from Passport office asking you to explain why. You can then submit all the proofs you have and it is finally up to the RPO to accept your submission, but this means that you will have to travel to India to meet when the RPO calls.
