If I make a website that only provides a list of movie piracy sites with their links (but does not host pirated content like movies itself), then is it illegal to do this in India?

The site will not host any pirated content itself and will not provide direct links to any pirated files. It will just provide links of different piracy sites.

It’s not illegal, but there’s always a small chance that you’ll get harassed legally with notices.

Edit: based on your other comments it seems like the “intention” of the site is solely to promote access to the pirated content, which might be an issue.

The site actually has a different purpose than just listing other sites. It’s designed to provide search movies on these sites in easier way.

It is illegal to provide content that you don’t own copyrights to. Whatever your logic is, I won’t provide content links but just the site name, itself is in direct conflict. Also, most banners can sue you for promoting piracy. Not sure what gen you are from. But earlier when we would play movies on CDs, a big anti piracy message would play about it. Also, if your site plays ads based on pirated content (cause that’s how ad-sense works), God bless you.

I tried to do the same back in 2008 when I was just a school kid using Google Blogger and after a few days google banned it. I thought it was illegal and being a kid I got shit scared and never tried that again.
