Landlord making excuses to return balance security deposit

I had rented a house for ₹5500 per month and had deposited ₹50000 security deposit.

Since the rent and deposit was small value we never had a written agreement, all we had was oral agreement and I made all payments online.

Now that I vacated the house after a year, I got the house repainted for ₹20000 for which the owner has paid.

After getting the paint job done, I had over the keys to the owner. And the owner told me he will return the advance in a couple of days.

It has been weeks and the owner is not returning money and is giving excuses now, sometimes he doesn’t answer my calls.

What action can I take here?

Yes, it’s a tier 2 city, 1bhk house.

By house you mean a whole house? Or a flat/apartment?

Independent house, the owner stayed in first floor.
