USo the sum in question is 36k and we did inform verbally a month in advance but he said he Will have to take this months rent too and after we leave he Will transfer us 36k given the apartment (unfurnished when we moved) is in good condition otherwise. Now he says he Will not return the entire amount coz we didn’t inform them soon enough (lies)
We could have just moved on but I have suffered intense mental harassment during our 14 month stay here despite being close to ideal tenants. They have been very greedy and petty with us and there is no way I am letting it fly now. While I don’t have proof of the agony and petty and ocassional abusive shit that I has to put up with I certainly have all timely transaction records and a video of the condition of the house while vacating. I just want to make sure no one goes through what I went through in this house also my money back.

DUsually all owners deduct some amount and return the rest. Is he refusing to give anything back ?
Ideally you should have some evidence to prove that you gave notice. The first way is to negotiate and settle for what he is giving. If he is not giving anything you can try reaching local cops. ( They may not be co-operative but may have expectations.) . Filing a civil suit against him will be long and tedious but can be considered if nothing else works .

UYes he is going to deduct one month rent stating we didn’t provide enough time (but we did) so yeah. Btw we are moving in the same locality and my husband has reasonable contacts in police department. He has no reason to keep it

UYou should go for police complaint in that case, even if the same amount is actually spent in the process. You’ll be doing a good deed.

HAmount is too low to pursue legally. If you have contacts with cops you can take their help in getting the money back (this might cost some money). But please note that your issue fundamentally is a civil matter and not criminal. The most police can do is intimidate the landlord and hope he returns the money but no real action will be taken.
