Lawyer Panel Asking for 3,000

My buddy with a huge debt didn’t pay an EMI for 2 month. After that collection team started harassing him and then one day a person called and said he is from Lawyer Panel.

He said that he can reduce the Total Debt to 40% to 50% in a legal way and settle the loan for good.
He also said he will assign good lawyers and my buddy won’t receive any calls from the collection Team.

Is this a Scam or anyone used the service?
