Miscripency regarding birth certificate and adhaar registration

My son was born in the year 2009 and has a handwritten birth certificate. When we try to register him for an adhaar card they say we need a digital mone and they will not accept it. When we tried to get one we were told we would need to pay a sum of ₹5000 is this legal and what can we done in this situation

Birth certificate registration online is free. Go to your cities mcdonline website and do it yourself.
