I needed some guidance, my adhaar card has my full name (*name father-name surname*) which was made before my 10th

whereas my 10th markscard (and subsequent 12th, degree certificates) only has my name (*name*) along with fathers name mentioned in “fathers name”

now one passport office i visited said its not possible to entertain my application as ECNR candidate

        * can someone point out why this is invalid? **(i read their entire passport rules 1980 still found nothing)**
        * can someone guide me? (clerk there mentioned newspaper cutouts, but the issue is i dont want it to be as NAME CHANGE, i never changed the name like isn’t this misleading logically?
        * even though address proof accepts either electricity bill**, the person at passport office says otherwise

i thought of getting ECNR through ITR but,

        * the person says at least 2 years is required, even though its mentioned as 1 year ITR**?
        * can i file a complaint again somewhere? at least in court because of incompetence of these people and since im paying for it?

        **mentioned in their website

**EDIT: I want my full name in passport + ITR has my full name**

Just do the name change. It speeds up and simplifies the process. I had to do it too.

NAL, make sure that your name matches in every govt document with marklist. To avoid any issues in future.

PS: My father fought with my school correspondent for missing 2 letters in my marklist name, I didn’t understand why he did that, but today I know personally atleast 8-10 persons with these kind of issues.
This happened in early 2000’s and he is illiterate.

ECNR doesn’t matter. Get it changed later when you renew. If
