Need advice regarding LLP closure and return filing

My friend registered an LLP for a startup in 2020 and operated for only one year. He filed returns in 2021 but hasn’t conducted business or filed returns since. I advised him to shut it down, and he approached VakilSearch for the process. However, they claim he can’t close the LLP due to missing returns after 2021.

What are his options? Will he face penalties for not filing returns? Can’t he still close the LLP despite inactivity ever since?

1) Get in touch with a CS/CA
2) File all pending returns
3) File for closure

Once filed for closure u might have to wait for 6-9 months for official closure of LLP. It will be published in the office gazzetta.
