        TLDR : Neighbour harbours stray dog in bungalow society but keeps it unleashed and it charges at unsuspecting passerby’s using common space in front of his bungalow which he has claimed as his and denies to show any documents for it. He uses the dog as a deterrent to stop people from using the space in front of his house which according to him includes a temple and an entire residential tower within the society. He denies ownership and responsibility of the animal while using it as a deterrent.

        Hi, for the past 3 months we have been dealing with a neighbour who harbours a stray dog in his bungalow, feeds it and takes care of it while keeping it unleashed. This dog routinely jumps across the low fence and has charged at multiple people walking in the common bungalow lanes space of the society.

        On 22nd march this dog charged at me when I was walking by the common lane in front of his house and after I got into a safe location I made a video of it roaming freely, unleashed, outside the property and barking at me aggressively.

        I called the police and the dog leaped across the boundary wall and charged at the policemen as well. In front of the policeman, he admitted that the dog is not his and so it is not his problem. But I have enough video proof of him residing there and guarding the property aggressively.

        I went to the police station and showed them proof of the dog roaming freely in common space and the policemen who attended my 112 call have witnessed the dog charging at them. At the police station they refused an FIR “because I was not bitten”

        Today, when the PMC dog catchers arrived, he has claimed that 100m outside his house is also his (basically 3x his plot length and breadth and includes one residential tower lol). This could not be any further from the truth.

        I made videos of the entire heated conversation from start to finish and the dog leapt the boundary wall and charged at me and the PMC catchers who were just standing some 5-6m outside his property fence in the common space. I have every single thing on video.

        A few months ago society installed basketball nets for children to play in his “claimed properly” and he filed criminal charges against the management. He is using the aggressive dog to stop others from using common spaces he has claimed to be his and does not take responsibility for the animal. We have repeatedly asked him to leash the dog if he wishes to take ownership but he is clever and denies that the dog is his so it’s not his problem. Yet, they feed him and take care of him which is why the dog naturally thinks it’s his private property. I have video proof of the dog obeying their instructions to get back inside the property after it charged at us.

        The society management has sent two letters to PMC and got no response yet. I made a detailed incident report and have sent it to the police commissioners office. Nothing from there yet.

        Today the PMC dog catchers came and this neighbour scared them into believing that the property outside his house is his, without showing any papers of any kind. The PMC guys also got scared and I have footage of the dog charging at the PMC guys OUTSIDE this neighbours residence and they still could not do anything about it.

        These people have claimed that I am cruel to the animal because I walk by the common space just to trigger it. Just like anyone else in the society. I have never made any physical contact with the animal and would like to keep it that way.

        One neighbour has also been bitten but stayed shush to avoid legal headaches.

        I am tired and fed up with how hopeless this system is. Dogs have more rights than us. Mine and other society residents personal safety is at risk here and we are stuck with this mentally challenged yet clever old nutcase who is exploiting this loophole to deny people access to common amenities without any proof of any kind to show he owns 100m land in front of his bungalow.

        I love animals and I want this dog to find an happy home at best or at least just not be a safety risk to my family and I as well as other residents. I am upset that his this man is bullying everyone by using a dog as a deterrent and I’m very enraged by all this.

        Guys what do I do?

        There are multiple angles we as a society are trying because everyone is fed up with these people.

        1) Try to find ground to establish his ownership of this animal so he is legally obligated to keep it within his premises at all times and face action the inevitable day when this dog mauls a child or a senior citizen.

        2) Use video evidence of the dog charging at people outside the premises as grounds to not clean the area and collect garbage due to the risk to society staff.

        3) He has over 5L society dues and seems to be broke by the condition in which he has kept his apartment. Society is trying to auction his property and make him vacate to recover the dues.

        This guy is a real piece of work. He’s an absolute old nut job with all the confidence in the world to file criminal cases against society management cause they put a basketball net in the common space.

        Please help. I am worried about the safety of my family , society residents and I. A lot of children play, my old grandfather takes walks. There are a lot of residents who use this common space and a major incident seems inevitable. My society wants to take legal actions and your inputs here will greatly help establish a formal conversation between lawyers here and my society management.

          1. Get a Doberman
          2. Go for a walk

          Else:
          1. Get hockey goalkeeper gear including the stick (for the owner , not the dog)
          2. Go for a walk

                      No man, don’t want to injure the life despite how fed up I am off this dog since past 1 yr.

                      But even if I it will open up infinite legal risk to me since I could get booked under animal cruelty laws. I’m pissed but not THAT pissed to take this risk
