Online seller refuses to make GST invoice bill

Has anybody had this issue where an online seller refuses to add my (Buyer) GSTN to the tax sales invoice but makes the bill with gst and charges you for it? Thereby claiming ITC but not passing it on?
Can this seller or business be reported for tax malpractice

What do I attach for screenshot? Because it does not allow to post a grievance without attaching one. I do have an audio recording though
