Please do advise me on what to do and how to report a cyberfraud?

My father had recently fallen for an online scam. He had authored a book and was approached by some people online who wanted to felicitate him regarding this book within less than a year of its release. After deliberations over social media he was invited over to an event to be held in Bombay this 20th of April. The event was a fraud. He was roped into paying ₹15k besides personal expenses due to travel but says he has deleted all evidence of their conversation on Whatsapp. Apparently, there were 15 other people besides him who were in a similar situation (bs).

I’m trying to scrape together UPI payment histories in the meanwhile. Who do I report this to? Can the banks help in such a situation? If yes, is there a statuette of limitations in place for cases such as these?
