If I bought a house from someone and if after a few years I see that the foundation is not good and there is water seeping in through the floor what should I do?

I mean… generally buildings do need to be maintained periodically. You are saying this has happened after a few years.

Yes it should be maintained periodically
But seeping of water through the floor means the foundation is not good and there promises made by the owner is not being fulfilled

Seeping of water isnt a maintenance thing
It means foundation is bad and that one has been ripped off of their money
