Can a marriage between an Indian citizen and a Foreigner (Australian) be registered in the Country where the Indian is currently residing (Japan) even though the marriage was solemnised in another country (Australia)?

It is likely that the Indian citizen would have to approach the Marriage Officer appointed under the Foreign Marriage Act in Japan, but would there be any jurisdictional issues since the marriage was solemnised in Australia?
