        BRIEF – Head of my Department says I need to pay total fees of four years to withdraw from my Btech degree and to acquire my documents back. I havent even completed my second semester.

        FULL INFORMATION GIVEN HERE BELOW:
        My BACKGROUND > I was a PCM student by my choice but after 12th I did not wanted to continue it further, everybody around me chose the usual path of JEE and then getting B.Tech qualifications. Due to some sort of societal pressure I went along with it even though feeling skeptical.

        THE PROBLEM > Cut forward to in college I completed the first semester and after some serious thoughts I made my mind to leave my degree and withdraw from the college to pursue a different stream altogether. 2 months into second semester passed and i had researched all about the process to formally withdraw and since all my dues until second semester are cleared; I informed my Class Counsellor (CC) and mailed her a formal email which she forwarded to the Head of department (HOD) and after getting no reply she said I need to talk to HOD in person and that she is helpless.
        So I did that and the HOD tells me to pay the total fees of four years to “withdraw” and to acquire my documents back. Why do I even need to do that??

        ABOUT THE HOD – He is a very sadistic person and gets offended very easily, I have been negated once before over some issue where instead of listening my plea he simply stated that I have an attitude and that he doesn’t likes it.
        Hence I tried to stay very polite and formal when talking to him. After hearing the demand of paying fees of four years, I just couldn’t cross question him because I was negated as usual. I only regret not voice recording the entire conversation to use it against him.

        Now I am little aware about UGC and AICTE’s fee related and withdrawal policies, So I highly doubt the legality of this matter. And so I seek some clarity over what I can do.

        Do I reach out to high authorities in my college? OR complaint to UG Grievance portal?

        Honestly i don’t want to get caught up in these legal process and consumer court formalities.
        I want my documents back and straight up leave, I don’t want to waste another year or spend any time dealing with this poor administration. So I can’t afford to loose more time right now.
        Any immediate guidance will be much much appericiated.

          Don’t worry, it’s not legal for them to retain your original documents and make you pay the full fees. Leave ASAP. Then send them an email and letter saying that if they do not release the documents, you’ll be forced to escalate it to higher authorities and take all remedies available to you under the law. Get a lawyer to draft the email/letter or proof it once. Meanwhile, apply for duplicate certificates with the Board that issued them.

              Thank you for the advice, only thing i want is peace of mind no drama but this does sound like the opposite so I just feel bit uneasy. Still If that’s the only way I got to do it.
              And funny enough I was told that I should make a fake excuse like getting my passport application and that I need to verify official documents by the Head of Department of a different block in my college. He also informed me that what is happening is a bit shady but he can’t really do anything about it. I ought to try that tomorrow morning, hope it works and I’ll peacefully leave.

              Don’t need to pay 4 years fees. If you had studied in CBSE, your mark sheets are available online. There is no original here.
